This is the Patan-Kumari. There are a number of Kumaris in Kathmandu, including the Royal Kumari.

Kumari, or Living Goddess – Nepal is the tradition of worshipping young pre-pubescent girls as manifestations of the divine female energy or devi in Hindu religious traditions.
