Even nowadays many farmes use old-fashioned two-hand spades to cultivate their land.
Rice is seeded in special beds shortly before the first monsun rains. The rich soil supports two or three main crops a year. Land is still divided between the sons of a family. This leads to the farms getting smaller and smaller over time, thus making it hard to afford/work with mechanical equipment.
This keeps productiviy low.
